my best guess is that tightening and re-loosening a few times allows the clamp to fully flex and contour to the shape of the handlebar? and without that step, it might be more likely to loosen a little over time?

As for tightening and losening 3x. Is there a reason for that? I never did that, maybe that is why my brifters tend to come loose and rotate.
