Keys to unlock it, but you don’t actually need to use them. Oh you mean the bike mount that you are suppose to screw on do your bike bottle cage. Yea don’t do that, throw in garbage.

The lock should come with a frame mount. This part is most likely for fixing the lock to the frame mount. Something like this:
