That’s not a carbon frame. Probably just a carbon fork.
From the pictures it looks to be in good condition but in the price range 400 – 500 I’d try to get something more modern. This one is probably about 20 – 25 years old.
The welds look like aluminum, fork is carbon. I’d say 250 could be fair for Tiagra. But I don’t quite understand the triple chainring setup. I’d probably pass at any price, honestly.
