I'm looking for a gravel tire I could fit on my Enve Fray where clearance is limited to 38mm in the rear because of the Shimano front derailleur.

This is a 38mm Gravelking SK on a 23mm internal width rim. I'm planning to run wheels with a 25mm internal rim. So, even this Panaracer tire wouldn't fit anymore.
What are my best options if I don't want to size down to a safe 35mm labeled tire?
I'm looking for an all rounder – not the slick type as G-One RS or Caracal Race, but also not a dedicated wet weather option. If I have to make a compromise, I can settle with a slick'ish tire but, I have experience riding them, but certainly not a mud tire, it would be a strong overkill for my use case.
Vredestein Aventura looks good to me [https://www.bicyclerollingresistance.com/cx-gravel-reviews/vredestein-aventura\], I can find a few posts online about it measuring close to the labeled width.
Tufo Thundero 36 is another option but worried about it being undersized.
Vittoria now offers tires in 37mm width which would be perfect, however, the in-between tire is not availabe in this size. Either the T30 (formerly Terreno Dry which I don't like reviews of) or the T70 (formerly Mezcal but not the MTB Mezcal, different casing here). Maybe the T70 is actually an option?
