It wasn't my bike that was stolen and I don't know what was stolen. It was very easy to maneuver the tube and widen the gap created by this cut by pushing on it. This is a rack just outside of student housing.
Sometimes thieves cut out a part of the stand and cover the gap with a sticker, if the bike is badly locked they can just rip the sticker and slide the lock out of the bars.

I think this is way more common than we think.
There are a lot of really lame racks out there. The ones at my work you could hit with an axe and probably cleave right through it. Or a hacksaw would go through it in < 1 minute.
There was one at my previous job that was the giant heavy U-shaped rack that inserts into the ground. I locked to it and thought it seemed loose. Gave it a tug and the whole thing pulled right out of the pavement, it wasn’t installed correctly at all. Took my bike into the office and left it for the landlord.
