It could be if the components are in good shape and the frame isn’t damaged catastrophically. Sometimes older bikes won’t work well and will need a tune up and replaced parts, like the drivetrain or the cables and housing.
If it looks like it’s a good fit for you then $120 looks like a good price, as long as it’s in good shape. Might be worth seeing…
