Also, backpedaling like that and having the rear mechnpull forward makes it look like it’s binding from trying to shift

Ok, in this video, it appears that your top derailleur pulley is bent inwards, not allowing the chain to engage properly. It should be parallel to the sprockets on the cassette. How to bend it back is another story. Best to take it to a professional.
