Do I have to yank them out? The opposite I can take them off with an Allen but this one just spins and whenever I put the other side on. The other cap just tightens and That doesn't loosen at all

I think an Allen key rotated clockwise, inserting it in the axel hole, will do the job
You need a wrench for both sides. Both will be lefty loosey.
But why do you want to remove them?
