Here is the front rak-lok. I'm still running into some issues in which about half of the racks are out of spec and the lock is too tight for easy use. Thinking of increasing the diameter of the lock tubes but am worried that will result in a rattle from the lock shackle which I've so far avoided. The tolerances are too tight for the manufacturer. I was having this same problem when I was making these in house. I'm hoping a half mm difference in diameter will rectify the problem.

My guess is that all the welding makes it hard to keep the tube perfectly straight and round. If that is the case, it will vary from piece to piece and a larger tube diameter would be the only way to solve the stickiness. Maybe a larger tube with dimples to reduce the inside diameter?
Another guess I have is that if you have a soft bag on the rack, or something bungied to the rack, those things could keep the lock in place and keep it from rattling.
You need soft bushings or something so tight tolerances aren’t needed.
You could just strap the lock to the top of the rack
