The head tube and down tube say “Vermeer” but it probably has nothing to do with the company in Iowa.

This looks like a typical dutch style city bike, mid range quality from the 70s. Frans Vermeer on the downtube, not immediately known to me. The badge mentions Schoten, an area in Antwerp. Together with the licence plate it leads me to believe someone imported this bike, probably for sentimental reasons. If I had to guess this was built or rebranded by n local shop in Antwerp.
A bike like this is for a quick trip to the chemist or picking up bread or to the train station, not to do exercise really. You see tons of these types of bikes still in use in Belgium, Netherlands, Denmark
Probably not worth much, but with a good clean and a basic service you should have a solid bike
