Picked up an old peugeot U08, been wanting one for awhile. Have a few questions, I see people talking about the plastic wing nuts on the quick release wheel skewers, what purpose do they even serve? I see there’s also a metal screw cap. Would it be better to find a new nut or just replace the skewers entirely ? Also, I’m planning on replacing the simplex derailleurs with suntour vx derailleurs. Is that fairly plug and play or will I need to do any modifications? And lastly, if I want to replace the steel rims what size should I look for for replacement?

The plastic and metal should be bonded together. If they’re not, new skewers are cheap for generic ones on ebay.
Suntour VX is a great choice, no modifications required, you’ll be happy with that. The plastic Simplex Pretige has attained “better than junk” status. Hang on to it.
It’s likely got 27″ (630mm bead seat diameter “BSD”) rims. I’d go 700c (622mm BSD) for tire choices, which might mean longer reach brakes, you’ll have to see. You get odd sized wheels, or change brakes, both have their inherint issues. Sunringle CR18s or Mavic A119s are great rims, and cheap (usually). Alloy rims are a huuuuge upgrade. Very worthwhile for riding and stopping.
Have fun!
