I am not familiar with this bike or bikes in general for that matter. But having just got into riding. I spent the last few months looking at the used market. I had a maximum price and eventually found a bike that checked all the boxes. Maybe I spent more than somebody else would deem appropriate, but I definitely spent less than the listed value and I am very happy with the purchase.

Rim breaks, super slim tires, beat bar wrap.
Asking price is too high IMO
Your used bike market may differ but in the US it’s a buyers market. Wait for a newer bike. $550 is a lot for a new bike. Or if you really like that one, offer $250.

It’s not a crazy price, but it is a bit high. It’s a good brand, and the accessories (bags, bottle cages pedals) are valuable. The aerobars might not be valuable to you if you don’t plan on using them.
When trying to gauge the value of a bike it’s important to note its “groupset” – which is the gearing and shifters. Almost all manufacturers offer the same frame with different groupsets, which will vary in price by thousands of dollars. (I think felt numbers their models, like this is an F85, which corresponds to the group they equipped it with. There will be a F75 and F95 etc which are the same bike but with different drivetrains. I can’t actually tell what groupset it is here… This matters to the value.)

Is it the right size for you?

Very overpriced. $200-$250 at the very most. These are old crappy accessories and do not add anything to the overall value.
I can’t tell from the pic, but what is going on by the front brake?
