  1. It looks like it uses an expander nut, similar to a quill stem. I’d try giving that bolt a sharp whack downward with a mallet to knock the expander loose, and then try and move the seatpost up. Once you have it to the right height, tighten that bolt back down to lock it in place. That said, old steel frames are extremely prone to having the seatpost seize inside them, which can be very very difficult to move

    YSK that your quick releases are not properly secured and your bike is dangerous to ride in this condition.
