Nope. You abraded the paint. This is one of the big downsides of strap-to-frame bags that folks gloss over or don’t mention.
To prevent further damage apply some tape to the frame at any place where the straps/bag can rub and then it’ll abrade the tape and not the paint below.
I would advise using some UHMW Polyethylene tape as it does a great job standing up to abrasion. (Other folks will tell you “helicopter tape”, but as this stuff is slightly tacky and more meant to deal with impact and not routine rubbing, it will not last as long before you rub through it.)
