Put the forks back in and reattach the stem. Wiggle the forks around. Does this crack change in size?
Can you put a fingernail in it?
Impossible to tell with that 1 angle, but looks like it. You’ll have to look at the top and inside. Other than that, sand off the paint to see the tube.

😬. It does to me. At least worth a visit to a dealer for a possible warranty claim.
