I am replacing the old Manitou suspension fork in my Gary Fisher with a rigid fork. After taking the headset apart and cleaning the bearings, I am putting everything back together but it seems like the bottom bearing isn't seating correctly. There is a gap between the lower seal and the cup in the frame, so the bearing is exposed to the air. I think I have all the pieces back together the way they were. What am I missing here? The final picture is with everything tightened.

Your bearing is upside down, flipping it over will fix the problem
They are in upside down in the picture. Open side with balls should face the top bearings. Face to face.
