Back off both limit screws as far as you can to ensure they’re not preventing motion.

The pawl on that shifter is gummed up. Hit it with some kind of degreaser, or even WD40 if that’s what you have available. It’ll loosen up and start moving again.

Because you will have the chain on the large sprocket and you will be trying to fit the large chainring, and the chain is the length it is, it cannot stretch.
Put in a third chainring when you have the small sprocket, see if it works for you.

Squirt in some Rubbing Alcohol to degrease, then some Triflow or similar thin lubricant
