I think so, my custom made bag has exactly what you suggest.

My only concern would be that bolts wouldn’t necessarily hold the fabric in tension the same way the straps are currently. The straps are pulling the fabric tight against the frame while also putting tension on it so it holds it’s shape.
Might not be an issue in the grand scheme of things but you’ll still end up using five straps so I’m not sure I see the point, it’ll be a pain to remove too.

Maybe you can replace the straps with plastic zip ties.

I do this on all my bags. I make a large plate to use as a large washer to give a little bit more support.

i’ve seen ppl use some kind of laces for these in-frame n toptube bags.
i also want to move away from these velcros to those laces type, but i dont know what are those laces
