I’m rebuilding an old 1970s koga miyata. The fork is chrome/looks chromed, and it had some rust on it. I can scratch the rust away with my finger nails so it only seems superficial, what can I use to fully clean this fork up again if I want to spare my nails?

Brasso or any other fine polishing compound should do the job
(as always, test before you do too much of it!)
For light surface rust aluminum foil is all you need. Add some WD-40 or similar and it’s even easier.
Yep, it’s rust. Fine polishing compound & some elbow grease. Flitz, brasso, etc. U can wax it after to help keep rust away.
Flitz will work wonders on it.
They say not to use steel wool because it leaves little bits of steel that’ll rust.
Aluminum foil and coca cola. Rub it on.
0000 steel wool, krud kutter gel and evap o rust are products that I use to remove rust.
