I've compressed the shock as well and zip tied them. The two bolts however come as far as this and then nothing. Just spin around. I feel spinning together with what's inside. Or is there another way ?

What are you trying to accomplish?
Many of these spring forks have caps on top that can be removed with a cassette tool. Under there you find another fastener which can drop that pin out and allow you to slide the uppers and lowers apart.
