This is going to be a long shot for you OP, but I think you’re also looking at photos of two different bikes.
The geometry on the head tube looks different and the black and white photo looks painted a dark color like red or blue, with chrome ends on the fork and chain stay and seat stay

I think that’s two different bikes?
Anyways, they have aero levers, so probably mid-eighties or newer lugged steel bike of some kind. Downtube shifters and brakes without the “suicide levers,” so it’s not a low-end bike, its mid-level or better.
