There’s no way to know for sure from this picture.
If I had to guess I’d say its fine though, doesn’t look like it’s spread far, so it’s probably not that deep either.
Sand it back and prime it, is the best way to find out.
I’d sand the paint and rust off in order to see how deep the corrosion goes.
Main risk is undermining the rest of the paintwork. So sanding and a lick of outdoorpaint/rustinhibitor is sensible.
Maybe check wether there is any water in the BB-shell while your at it.
