
Long story short:
Is this a safety issue? It's an older, lugged steel frame and it appears that that upper lug is separating from the frame a bit.
The areas around the lug (lower, sides, etc) show no issues/separation at all.
LBS Mechanic who I trust immensely admitted he isn't a frame builder but believes it's fine. I am tending to it being fine as well…
Thoughts?

I would say clamp er down good and send it. If it were any other lugged area on the bike I’d say no go, but if this fails it’s your seatpost sliding down not the frame breaking.
Are you sure that isn’t a shim in the seat tube? Either way the clamp should hold everything together, I’d ride it as is even if it was brazed into place and is coming loose. People ride with clamped in place shims in their seat tubes all the time.
