Unless you make a shield to block the flashing light it’s going to cause problems with your night vision.
Is this in addition to one already on your seatpost / rack? It being positioned on your bars *could* mean that drivers think you are further ahead then you actually are?… Not saying this is certain just (unfortunately) something we have to bear in mind…
Also, this might cause issues for anyone cycling behind you, or even impact your own nightvision like u/JG-at-Prime said.
Its going to blink in your face and be unpleasant. Instead get a wood dowel about 2 or 3 feet long, mount it on your seatpost sticking out to the left and put the light on that.
