I mean, at minimum you should have your stem flush with the top of your fork. If you want more height you’ll need bigger bars. In the future if you still like the fork you have, usually air springs are around 125 cad. So you can go whatever height.
The steerer needs to be above the top pinch bolts in the stem. If the steerer is not long enough with the spacers removed only ride with a friend who is good in emergency situations
Just remove one spacer and you’ll be fine👍
