I have this sunrace 9speed downtube shifter and the indexing is fine but if I push into the pedals a bit too hard it is shifting into the next smaller gear.
So the problem is that the tension of the gearcable is to long and the shifter gives in.
I tried to retighten the shifter but it didn’t fix it.
My guess is that the cable tension is too high?

Try adjusting the cable tension then.
