Maybe re-align mudguard with wheel?
Try to loosen rear brake caliper bolt, and while re-tightening it, hold mudguard near mounting point so it would not rotate with the rear caliper bolt.
Also, check it you have rear mud flap installed (little rubbery thing at the end of mudguard).
