I upgraded my tires from 25mm to 28mm and it looks like there's 2mm or maybe 2.5mm gap.for the front wheel, clearly more distance would be better.
But I'm wondering if I'll get away with this or it's time for a new frame.

Too close for comfort.
Tires flex a lot more than you think. That will eat away at your fork.
Do it.
