Saw this only after cleaning up a frame I bought. The scrapes do not go through but there is least a 1mm step where it is the deepest. In case I keep it, I would make it smooth to not have any stress risers. I am most worried about the position and the metal must be super thin at the lower one. Should I keep it or is it scrap?

I personally wouldn’t put time and money into a frame with that kind of damage. What kind of frame/size?
Rust proof it, ride it, until you break it.
If it’s a nice frame, have someone put a piece of weld on it and stop worrying. Will be basically out of sight anyway after build-up.
I would ask a local welder what he thinks.
If it doesn’t go through it might be repairable.
