Was thinking of using it for city commute (2 Miles). Already have cheap SIMEIQI 26×1.95 Slick tires from amazon from old bike and was thinking of adding a rear rack to it. Is this a good choice?

Yeah would be a grate base for a commuter conversion. Maybe you manage to find a set of rigid forks to make it ride even better. Those old suspension forks are usually blown and very heavy.
