I'm looking to buy one of the Ortlieb XL quick racks, to fit my hardtail. Why would the pannier rails and the top platform be at different angles. Surely there'd be situations where you want some mini panniers on the rails and a dry bag on top. It looks like you can't set it up so both are horizontal to the ground.
Anyone got one of these who can shed some light on this?

And that is a problem, because…?
The panniers rails are angled for good reason, because you get much more foot clearance while pedaling.
