  1. Outer tire is not seated properly. Lower pressure, knead it gently. Or put some soap or vasaline (petroleum jelly) between the rim and bead. Reinflate and you should be good. Besides that. The side walls of your tire are damaged. The lines you see is the canvas holding the tire together. This tire should be replaced as it could potentially be dangerous

  2. Deflate the tire then spray the bead with soapy water. Reinflate the tire and it should all snap into place.

    The usual advice is soapy water and then inflate to max pressure (and even a little over). (The max pressure part is pretty important.)

    Washing up liquid (watered down), just dab it with a finger on the hooked part of the rim, usually helps.
