Maybe neither? Did you try truing the wheel? Is the tire bead fully seated in the rim? Both of those can cause some of this. If the tire is fully seated and you can’t get the wheel back in true then time for a new rim.

It’s difficult to tell from this angle in the video because it’s two potential factors acting at once: tire not fully seated, and/or the rim needs to be trued.
I suggest looking from the side of the wheel to see if the rim is swaying more than about 0.5 – 1mm side to side, it can do that up and down as well. If the rim isn’t wobbly, get that tire fully seated. If it’s fully seated and still doing this significantly (tires normally aren’t perfect), you may need a new tire. Also inspect the clincher (hook) of the rim to see if that’s somehow dented badly.

Can’t tell if there is an issue with the rim because we can see it. Take a look at where the rim goes thru the break pads. That should give you a good indication of if the rim is out of true, of if there is an issue with the tire not being seated correctly.

Difficult to tell from the video, as we can’t see the rim. Some of those look too quick to be rim deviations; I would suggest it’s a combination of an unseated tyre and some fairly major deviations.
Check the indicator line on the tyre first, make sure the tyre is seated, then take another video showing the rim.
