Like the title says, is this 15 year old bike worth upgrading or would i be better off buying a new bike/frame? (Would need to buy everything apart from the frame if i decide to pursue this project)

If your goal is to ride a bicycle, this one will work just fine. Maybe tell us what about it it isn’t meeting your needs? Why are you trying to upgrade it
If you are upgrading everything apart from the frame, then just buy a new, or newer second hand, bike.
Will probably work out cheaper buying a bike with decent spec components you want than buying things separately to fit to this frame also.
