loosen the cable on one of the brake arms to give a small amount of slack in the brake, reclaim the cable.
It looks like a basic v-brake, which isn’t used on bmx much outside of cheap bikes or race bmx. The brake pull can be balanced via the spring tension which is adjusted via that small screw.

The wheel could have shifted. Is there a lot more room on the other side?

We’d need to see the other side. Could be an untrue wheel, the caliper could be loose, the wheel may not be centered in the dropouts.
