I'm looking for an bad-weather/winter commuter bike in Chicago, and this popped up on Craiglist, and frankly I have no idea how it's priced.

On paper it ticks basically all the boxes, plus it has a cup holder (would want to add fenders, but that's simple). It's built on a Soma wolverine frame, has hydraulic disc brakes, 38c tires, and a belt driven alfine drive train. What would be a fair price for this?
Also how big of a deal is the belt drive versus chain and are 38c tires wide enough for winter?
