If you want to keep the hats permanently put on a mask and you should be able to pick it up.

Nah hunt and grind the outfit, trust me its way more rewarding than this glitch, trust me, did both

Gonna be honest, it's a lot more fun to actually get it yourself.
You're way better off grinding because if you're doing what this guy is suggesting then there's a more likely chance that you will corrupt your save files
Different thing happened to me, on the mission that we clear out the shady belle from lemonye raiders, when o her caught the gut in the wagon, o restared from checkpoint, and when i started ghost bidon outfit is on me.
Theres a shorter way you need to go to any trapper eccept saint denis dont put custom outfit talk to the trapper go on your outfit stay there for 10 seconds then go to your horse and put custom outfit hope this helps👍

Guys if you want to save the hats too then you must get an armed ped mad and then turn it into a gunfight then let the ped tackle you down and your hat will fall off then kill the ped then pick up your hat and it will save

U dont have to do the camp part. Justs exit trapper menu, save game then reload game
