Definitely remove it. Certainly with that tyre size. It is for fitting mudguards.

Yes. Remove the bolt. If you get mudguards someday you’ll need smaller tires and you should also get a button head bolt instead.

I would ride that. A smooth tyre like that isn’t going to pick up any large stones and even if it did, it’s not going to lock up the front wheel. Still better to replace the bolt with a smaller one though. I wouldn’t leave a empty bolt hole for a long period if you ever intend to put another bolt in it, it could get corroded or full of grit and grime.
