I am swapping from 700c to 27.5 on my gravel bike. I cannot get the rear wheel to seat into the dropouts correctly. My bike fits 27.5×2.4" and I have a 27.5×2.35 mezcal on the new wheel. I have removed the chain and rear derailleur to eliminate them as potential problems. The wheel will slide in and spin no problem backward i.e. with the cassette on the non drive side. However, when trying to put it in with the correct orientation, I can get the hub aligned on the drive side, but not the non drive side. The tire makes serious contact with the chain and seat stays. I have deflated the tire to almost nothing in order to be able to move it even when it's shoved against the stays. Pics below. The only difference of note as far as I'm aware is the 27.5 wheelsets is 6 bolt and the 700c is center lock.

Are both rotors of the same diameter?
It looks like the brake rotor is hitting the top of the caliper, implying the rotor is too big. See if the rotor on the 27.5 wheel is bigger than the rotor on the 700 wheel
Another happy ending.
