Looks like the seat post clamp
I think that’s the part that helps keep your seat post at the right height. As you tighten the bolt, it pushes the to pieces apart to apply force between the seat post and seat tube.
That’s the seatpost clamp or at least parts of it. Changed your seatpost a while ago?

It doesn’t look like a seat clamp like others said but more like a di2 battery clamp that keeps the battery inside the seat post. Is it a bit rubbery? Is your groupset di2?
