What a looser, I assume the bikes have GPS trackers. The assumption of the people walking by is that the guy rented the bike and it won't unlock, he knows this. It's his cover. Goes on everywhere it's big business in my city. They drive around with clippers looking for the best bikes.

City close to me has city bikes, but they actually lock in, so u need to scan ur pass in order to unlock. U can't just flip it over and take it out.
