I want to get a front rack that mounts directly to the forks, but I was told by someone that my current forks don't have the necessary mounting points. Is it possible to get a new set of basic black forks that would allow me to attach a rack to my bike? If so which one should I get that has good shipping to the UK.

Check surly forks, they should fit on state frames. Surly forks usually always have rack mounting possibilities. Usually.
Could get either a brake hole mounted rack then run the brake through it also, or get something like a wald basket
What kind of front rack are you interested in? As some others already said, you can go for a wald front mash rack, which would be attached to the handlebar and the front axle, or opt for front racks that require be attached to the front brakes mounting. These are options you can choose instead of changing your frok.
Would the condor front rack fit without needing new forks?
