Ans: I think it is a frame failure waiting to happen.
Looks great. Original owner was probably scared to ride it. Be very careful when riding that. I had a top tube failure at the seatpost junction…totally severed. I survived because the bike also had a downtube.

It hearkens back to 1900s bikes where this was a popular early design. If they were steel, they were very thick tubes, but they may have been iron (and also quite thick).
The double diamond frame clearly won the overall design competition, but these were common in the very early days, fwiw

I have serious doubts about the strength of the frame layout. I wouldn’t dare try it on anything more than very casual and slow cruise.
