I would pass on it. Just because I can usually find something better for the price. It really depends on what is available for your area and how far you are willing to travel. So what does your market look like? Do you have other options? How fast do you need a bike? Give us something to work with. Don’t just post a generic question and expect us to give you an accurate answer.

Otherwise I think that’s quite a lot of bike for the money, that Tiagra groupset is a fair bit better than anything else you’re likely to find for 250, and sure it’s beat up but there’s nothing you can’t fix with some tlc. I don’t think anything expensive needs replacing and there’s nothing urgent, just do the bartape and the brake pads, maybe disks, maybe crankset if you wanna spend a bit more when you feel like making it a bit nicer. At 250 though I very much doubt you’ll find a higher spec bike.

It’s a fair price, IMO. Proper gravel, midrange shimano group, somewhat namebrand even. Just make sure to check fork through and trough if you decide to get it, they’re known to develop creaking in the crown.
