What tires to buy for this rim.

Hi. I''m looking to buy the cheapest possible tubular tires for this rim. I was looking at the Vitorria Rally Tubular Tires but need help with sizing and confirmation it would fit properly. The radius seems to be about 31.5 cm, diameter 63 cm, the rim width seems about 2 cm.
