    Did you say it is plastic? If so, it might be there to prevent the cables inside the frame from rattling around.

  2. Definitely looks like a frayed shift/brake cable, is it metal? Are the brakes/shifters still working?

    Looks like an anti rattle insert. It just takes up space to keep the cables from rattling around while riding. Just a guess.

  4. This helps against cables rattling, and helps keeping them in place. This is normal

    Ps:you can just push it back. Or remove it. Theres no harm either way

  5. Dont worry about it. That is bristles that are out inside the tubes to prevent internal cables from rattling around. Don’t worry, keep biking, all is well.
