
I went to loosen this bolt and couldn't so I got my impact driver. I didn't realize it was set to tighten and sheared this bolt. I looked it up online and it states I won't die from this, but should replace it soon. Im going on a 10 mile bike ride tomorrow. Is this true? I just want to verify.

That all depends. Can you still turn the handlebars? Does it make a lot of noise? I would have to guess that it may.
So long as your stem is correctly tightened keeping the bearings smooth and not sloppy, you can go ride.
You probably hammer down the old starnut one until it drops out or is out of the way and install a new one.
The easiest thing would be to knock the starnut down the steerer tube and out of the bottom of your fork. Cut down a wooden broomstick handle and a rubber mallet and use that to push it out the bottom then start over with a new star nut. And since I bet you don’t have the tool to install that correctly, just take it to the bike shop and let them do it. But I bet there is a DIY way to install the startnut. It needs to go in evenly and not off kilter
