  1. Pretty sure you’re missing a barrel adjuster. Try shifting gears and see if the cable housing kinks where it’s going into the derailleur. You probably have too much tension of your cable (barrel adjuster changes the tension) so it’s not able to set properly in the lower gears 

  2. What hot mess of a thread so far. It is not missing a barrel adjuster. It’s 10 speed, not 7 or 9. If the chain is hesitant to shift or shifting on its own that’s a cable adjustment or b tension adjustment. Barrel adjustment is done on the shifter. B tension could be backed out as a half ass attempt to solve this. Back out the screw to the right of the cable a full turn and see if it helps. If the chain jumps over the teeth of the cassette and really skips in a sudden manner you probably need to install a new chain and cassette at the same. Chainrings too if they are sharp or show enough cross chain wear on the big ring.
