I totally stripped out a bolt hole on the rear part of my frame that I use to attach my rear cage when touring. The hole is basically useless now and a bolt will just fall out of it. Any recommendations to fix this problem? I remove my rack whenever I am not touring.

First thing I’d try is to chase it and see if it can be salvaged.
If not you could tap it to the next size up or get a helicoil fitted.
A p clip should do the job.
Why fuss with the rack like that, does it slow you down that much?
