Some part of your clothing or pedal/crank arm is hitting it, apparently.
Edit: could also be the chain getting stuck on cranks/chainrings. Either way, it happens at the same time of each pedal stroke.

maybe it’s just because of the tension of the rear derailleur not as strong as a mtb one… also, is the road condition bouncing?

I would guess worn chainring + new(er) chain.
The chain WANTS to chain suck but it just isn’t doing it enough to grab a neighbor chainring and do it.

Looks to me like you have a spot or multiple on your chainring that hold the chain just a little longer than they should, as in bringing the chain up past the tangent to the rear derailleur pulley. This is what the beginning of “chain suck” looks like.

The hanger and pulley are probably fine. It’s your chainring that is sticking to the chain. Check the chainring for burrs, clean the chain, oil the chain. It’s chain suck.

Rear derailleur isn’t attached to the hanger correctly. Loosen the bolt and rotate everything clockwise slightly, there’s a tab on the back of the b-link that should be sitting on the lip of the hanger, and it’s currently sitting below it.
